What: Rangel is officially charged with 13 counts of violating House ethics rules and federal laws by the House Ethics Committee.

Why:
House Ethics Committee charged Rangel with 13 allegations including:
- Improper solicitation of donations for the 'Rangel' Policy center.
- Failure to disclose ~$600,00 in income.
- Failure to pay taxes on rental income from a rental property owned in the Dominican Republic.
How:
Charges were submitted amongst expectations that Rangel's lawyers might reach a plea agreement with the ethics committee according to AP news.
